Public Services of the Rehabilitation and Education Section of Kaohsiung Prison
Affairs of Rehabilitation and Education Section:
(1)Enhancing Prisoner Rehabilitation and Education
A counselor may conduct individual, classified, and collective education for inmates - anytime, anywhere, and in anyway. These three types of education are crucially based on inmates’ lives within confinement, their feelings towards the punishment, their contact with family members, their behaviors of relationship, their willingness to turn over a new leaf and career planning when discharged, etc.
(2) Arrangement of In-Prison Education
1. In-prison education is divided into three levels of classes according to inmates’ education backgrounds, including elementary class, advanced class, and cram lessons.
a. Elementary Class: Spelling of Mandarin phonetic symbols and words that are frequently used in daily life are taught. In addition, the curriculum of elementary and junior high school education is also taught in this class.
b. Advanced Class: The curriculum of secondary education is taught in this class.
c. Cram Lessons: Books that can be used to cultivate inmates’ minds or other uplifting and motivational reading materials are recommended to inmates for independent study in this class.
2. In cooperation with other institutes, we provide adult literacy classes for illiterate inmates and constantly recruits teachers to come to the Prison to teach the inmates who are school dropouts, illiterate, or have not completed elementary education. 
3. In cooperation with other institutes, we provide Open University education for the inmates, in an attempt to give them an opportunity to acquire new knowledge, as well as to get a higher degree.
4. In cooperation with other prisons that have life-long learning centers, we administer the entrance examination for those who would like to continue their studies.
(3)Leisure Activities:
1. We stage different types of art competitions, such as anti-drug painting and western painting competitions. The paintings are also exhibited at the reception room, so that visitors of inmates can have an understanding of the art life inside the Prison.
2. We retain instructors with expertise in Chinese calligraphy, Chinese painting, Western painting, and music. They would come to the Prison to teach the inmates who are interested in these arts. We also organize exhibitions and concerts to show the inmates’ efforts and learning outcome.
3. In cooperation with Guard and Control Section and Business Section – as well as with the permission of the superintendent - we invite social and voluntary groups to come to the Prison daily to give lectures, preach, and spread Buddhism. This is done in order to reduce inmates’ pressures and tensions coming from their life in confinement.
4. We invite social and voluntary groups to come to the Prison to deliver speeches, give performances, spread Buddhism, preach, and so on. We first send a report to the superintendent to get the permission and at the same time inform the Ministry of Justice. We then work with Guard and Control Section and Business Section, and the inmates will be arranged to listen to the speeches, to watch the performances, to sit and enjoy the gospel or Buddhism, and so on.
(4)Volunteer Training
The Ministry of Justice has made regulations about inviting honorary preachers to come into correctional institutes for the education of inmates. Based on these regulations, when inviting social and voluntary groups to come into the Prison to educate or give lectures to the inmates, they should be informed of the Prison culture and norms, techniques in handling inmates, and the regulations they should abide by, so as to get a full understanding of the ecology behind the Prison walls at once. In addition, they should be trained regularly by some experienced honorary preachers, volunteers, and specialists through the exchange of techniques and ideas and the sharing of experiences, so as to better themselves in educating and handling the inmates.
(5)Reinforcement of Inmates’ Concepts of Laws:
We retain famous lawyers, as well as probation officers who are from the Kaohsiung District Prosecutors Office, to come to the Prison every month to give lectures to the inmates, in an attempt to reinforce their understanding of the concepts of laws.
(6)Family Visitation
To show full understanding of inmates’ homesickness on holidays, as well as to convert their minds through bonds of affection, we hold telephone visits in cooperation with Chunghwa Telecom. We also hold face-to-face family visits inside the Prison.

Affairs of General Affairs Section:
(1)Conditions of Co-Inhabitation of Inmates and Families: (Information for Inmates)
a. Inmates whose progressive implementation of rehabilitative measures is upgraded to Level 1.
b. Inmates who have maintained a record of obtaining more than 9 scores in their conduct, rehabilitation and education, and labor operations within the latest three months.
c. Inmates without other criminal cases or without being subjected to compulsory labor.
d. Inmates who have not received any major demerits within the latest three months or without the suspension of outdoor activities.
e. The Prison Affairs Committee is authorized to decide where inmates and their spouses or immediate family members should co-inhabit. 
(2)For Earlier Release:
A fixed-term inmate whose level classification is above level 3 is qualified to shorten his sentence if the total of his monthly evaluation scores (in conduct, rehabilitation, and operation) are above 10 points. Details concerning this point are stated below:

For level 3 inmates: 2 days each month.
For level 2 inmates: 4 days each month.
For level 1 inmates: 6 days each month.

(3)Taking Back Inmates’ Articles from Custody:
a. Inmates’ Identification Cards: Inmates should fill out an application form first. After getting permission, they can appoint a family member to take back their articles. The appointed family member should also bring his/her identification card and stamp. 
b. Other Articles: Inmates should fill out an application form first. After getting permission, they can appoint a family member to take back their articles. The appointed family member should also bring his/her identification card and stamp.

(4)Money Delivery:
a. By Mail: Only money orders are accepted. In addition, the amount of the money order should not exceed NT$ 8,000 each time, each day.
b. At the Reception Room: We accept cash, but do not give us more than NT$ 8,000 each time, each day. 
(5)Application for Imprisonment (Release) Certificate: (See Attachment 1 for Application Form)
a. An inmate shall write a report first. When the report is approved, the certificate will be issued to the family.
b. An inmate’s family member shall bring his/her identification card and fill in an application form. When the application is approved, the certificate will be issued to the family.
(6)Mourning Visits: (See Attachment 2 for Application and Guarantee Forms)
a. According to Item 1, Article 26, “Law of Execution in Prison”:
During the period of remaining in mourning for inmate’s grandparents, parents, spouse’s parents, spouse, children or siblings, inmate can visit home under prison assistants’ guard and must return to the prison within twenty-four hours. This out-of-prison period is still counted as part of the penalty period. The rule above can be applied to inmates, allowing them to return home for mourning visits. The Ministry of Justice will also be informed later.
b.Application Procedure for Inmates’ Family:(Required documents are shown below)
(a) Death Certificate (Original Copy)
(b) Documents that can prove the relationship between the deceased and the inmates (A Copy of Household Registration Transcript or Household Register)
(c) The applicant and guarantors (at least two) should bring their identification cards and stamps to the Prison for the application.
c. After the application and with the permission of the Superintendent, inmates can visit home under Prison assistants’ guard. Also note that the application must be made one week earlier than the funeral.
(7)Conditions of Home Visits: (See Attachment for Application and Guarantee Forms)
a. According to Item 1, Article 26, “Law of Execution in Prison”:
If inmates must return home due to important reasons, after permission by the Ministry of Justice, the rule above (i.e., the rule of inmates’ mourning visits) can be applied to inmates.
b.Application with the following Documents:
(a) Notice of Critical Illness (the Previous Day)
(b) Certificate of Diagnosis (Original Copy)
(c) Documents that can prove the relationship with the inmates (A Copy of Household Registration Transcript or Household Register)
(d) The applicant and guarantors (at least two) should bring their identification cards and stamps to the Prison for the application.
c. After the application and permission of the Ministry of Justice, inmates can visit home under Prison assistants’ guard.

Affairs of Sanitation and Health Section:
(1)Medicine Delivery: 
An inmate developing diseases is subject to free treatment in the Prison. When the Prison’s clinic cannot provide him with effective medication, however, his family may submit a medical certificate, a prescription slip, a disclaimer, etc. to us. The inmate should also fill out an application form to apply to us for permission, so that his family can send medicine to him at the reception room or via mail.
(2)Contributions to the Neighborhood: 
The Prison is used to disinfect the community nearby every month, in an attempt to preserve a clean environment.
(3)Out-of-Prison Medical Treatment on Bail:
An inmate developing diseases is subject to free treatment in the Prison. When the Prison’s clinic cannot provide him with effective treatment, however, his family may apply to us for out-of-prison medical treatment on bail. When approved by the Ministry of Justice, the inmate is allowed to be bailed out immediately.
