I、Vision
Exercise the spirit of benevolence in developing effective correction systems.
Become a modernized correction prison by managing with humanity and love.
II、Method of Management
1、Partitioned Management
The Prison is dedicated to retain recidivists who have repeatedly committed severe crimes and is concurrently responsible for compulsory medical treatments. Therefore, in order to effectively control and educate inmates, six discipline small groups adopt guard and control in partitioned areas. Discipline for inmates is based on humanity, where punishment is substituted for education, and the principle that life caring is generous but discipline is stringent. The Prison runs solely according to laws and institutionalized management, so that inmates may adapt to the society and start a new virtuous life after being released from the Prison.
2. Reinforcement of Inmates’ Concepts of Laws
(1)Strengthen inmates’ concepts of laws and accustom them to the laws, so inmates may follow the laws, repent and reform then return to the society in as short of a time as possible, thus allowing them to adapt to social life after being released from the Prison.
(2) Acclaimed law professionals are invited to the Prison to offer lectures and teach basic knowledge in the laws and public views about crime, so that inmates may truly repent and become a self-regulated person.
(3) Religious and minority groups are invited to the Prison to help inmates change their minds, thoroughly understand and admit what they have done wrong, and face the society with the power of religion.
3、Promotion of the Discipline Personnel’s Knowledge in Guard and Control
      Strengthen and consolidate Discipline Personnel’s legal concepts and professional knowledge along with skills and attitudes when carrying out their duties thus achieving ultimate effectiveness in all the correction functions and duties.
(1)Unscheduled fire-fighting, anti-riot, escape prevention and prisoner hijacking drills are conducted every year. Contingency plans for crisis response teams are made to enhance discipline personnel’s crisis response ability.
(2)Law professionals (such as judges, lawyers, prosecutors, and probation officers) are invited to the Prison to give lectures to enhance discipline personnel’s legal knowledge.
(3)Strengthen discipline personnel’s use and management of firearms, and fire-fighting equipment.
(4)Conduct routine education and pre-task briefing for discipline personnel to enhance discipline personnel’s guard and control knowledge and ability.
4、Supervision and Treatment for HIV Inmates
The Prison currently holds about 230 HIV inmates. Once new inmates are admitted to the Prison, physical examinations will be conducted immediately. Scheduled “Antiserum and Immunity Examination of Sexually Transmitted Diseases” is conducted. In case inmate with positive response is identified, then such inmates will be kept in specialized areas and Sanitation and Health Section will send the blood culture to a related organization for further examination.
(1)For unconfirmed HIV inmates, medical personnel and discipline personnel must pay attention to their mental and physical conditions, calm and console their emotion, and keep written records.
(2)Once inmates are confirmed positive HIV, then such inmates will be processed according to “HIV Individual Case Management Plan” along with medical personnel and isolated in “HIV Inmate Special Area” of the Prison for the consideration of guard and control. Such inmates will receive proper medical treatment and consultation from professional medical personnel and psychological guidance personnel; written records will also be kept.
5、Education and Management for Substitute Military Men.
Substitute military men come from a diverse society and different families; each with unique background. In order to effectively manage and organize the needs of living in a group, individual consultation is strengthened to help solving personal issues, promote best use of talent, and enhance effectiveness of management and control. Offering guidance in weekly professional academic and skill education to compensate substitute military men’s insufficiency professional knowledge strengthens life consultation for substitute military men.
III、History and Reform(Guard and Control Section)
Since the establishment of the Prison in 1974, some facilities are usable but outdated. Therefore, much of the facilities have been refurbished in recent years.
1. Construction of employee restaurant: provide a dining area with good environment and atmosphere for employees.
2. Rebuilding of all septic tanks in the Prison:
1. Improve septic tank congestion caused by outdated building
2. Increase processing capacity of feces to accommodate deteriorating problem due to excessive number of inmates.
3. Procurement of video surveillance equipment: inmates’ activities are recorded by surveillance camera to fully control status of inmates and maintain security.
4. Construction of new inmates’ kitchen site: Replace obsolete facilities to satisfy sanitary management and inmate’s healthy diet.
5. Expansion of recreation facilities for HIV inmates: promote physical and psychological health of HIV inmates.
6. Addition construction of shielded corridor:
1. Inmates may be shielded from sun and rain when visiting clinic.
2. Maintain a safe environment by keeping the floors dry, preventing inmates from falling and injuring themselves.
7. Large ditch dredging project:
1. Clean out sludge of years.
                          2. Enlarge diameter of ditch pipes to increase flow speed and prevent flooding. Security fence and diamond shape barbwire fencing have been reinstalled to prevent from prison breaks.
8. Thorough management-by-walking: From Deputy Superintendent to specialist, all staff is required to inspect Guard and Control Area often, and supervise staff for better performance and therefore stabilize inmates’ status.
9. Advocacy of etiquette movement:
1. All employees of lower rank are required to salute and greet the employees of higher rank. This shall help to convince inmates to obey leaderships and maintain order.
 2. All inmates are required to greet discipline personnel. Rights and duties at different management level are clearly defined; discipline personnel make examples on themselves because action out weights outweighs word.

5. Procedure for General Visit

(2)Inmates allowed for visit:
    1. Level 4 inmates who are allowed for visit from closest relatives and family members.
    2. Level 3 and above inmates may be allowed for visit from non-relative only if the Prison’s control and discipline are not violated. 
(3)Frequency of visit:
     No limit for Level 1 inmates (One visit per day)
     Level 2 inmates are limited to three visits per week (one visit per day but no visit on holidays)
     Level 3 inmates are allowed for 2 visits per week (one visit per day but no visit on holidays)
(4)Unclassified and Level 4 inmates are allowed for one visit per week.
(f)Visiting hours:
     1.Monday through Friday:
       Registration Hours:08:00 to 11:10 in the morning
                   13:30 to 16:00 in the afternoon
     2. The first Sunday of every month:

     3. No visit is allowed on national holidays and weekends except for Point 2 in above. In case of extended visitor hours, announcement will be made.
(6)Refusal and limitation for visit:
      If any of the following happens, visitor requests for visit shall be refused:
1. No identification paper
2. Behave suspiciously
3. Drunk or mental status is abnormal
4. Obstruction to order or discipline
5. Destruction of evidence or collusion to falsify testimony
6. Former inmates released for less then 6 months. However, visit may be allowed in case of extraordinary reasons.
(7)Other regulations concerning visit:
    1. Do not use any other person’s proof of identification.
    2. Those visitors without complete registration may not visit by replacing or accompanying visitors who have completed visit registration.
    3. Use Mandarin Chinese in conversation during visit; no code word, sign language, or notes may be used. Visit of visitor who violates this regulation will be suspended immediately.
    4. Visit and conversation time is limited to 30 minutes. In case of too many visitors, such time shall be reduced accordingly so that all the registered visitors may have chance to visit inmates.
(8)Notice for visitor:
    1. Do not exchange assigned seat without permission, or visit will be suspended immediately.
    2. In case visitor leave early before visit time is ended, inmates may not leave seat early.
(9)Delivery of external items
     Limited to 2 kg, and regulations for items announced by the Prison must be followed. In case smuggling forbidden item is discovered, violators will be prosecuted by law.
(10) Amount of item purchased and money mailed:
      Total value of items purchased at the retail store of the Prison by inmates to be delivered into the Prison (total amount of items purchased on the same day may not exceed NT$ 2,000, and only 2 pieces are allowed for each item each time) or money sent into the Prison shall be limited to maximum NT$8,000 per day.
7、Making an Appointment
(1)Purpose of making an appointment
        In order to allow convenience for registration and reduce waiting time for family members of inmates to fulfill the goal of serving people, the Prison especially offers appointment application via Internet or telephone.
  (2)Approval of appointment
      1. After completion of application procedure, an applicant should make inquiry about approval of visit one day prior to the visit date via Internet or telephone.
      2. If appointment application is approved, then an applicant should report to the correction institution where an inmate to be visited is kept with identification paper 30 minutes before the appointed time.

  (4)Approval of appointment
      1. After completion of application procedure, an applicant should make inquiry about approval of visit one day prior to the visit date via Internet or telephone.
      2. If appointment application is approved, then an applicant should report to the correction institution where an inmate to be visited is kept with identification paper 30 minutes before the appointed time.

      1. An applicant can not come to visit on the appointed date and time
      2. Cancellation of visit should be made before 3PM two days prior to the appointed date via Internet or telephone.
      3. In case of national holidays or weekends, cancellation should be made before 3PM one day prior to holiday.
4. Those that do not fulfill visit registration on the appointed date for twice or more in half a year shall be refused for appointment application for a period of 3 months starting from the latest appointed date of visit.
      5. Appointment application is not applicable on holidays and Lunar New Year Vacation.
      6. Visit registration will be refused if forged or falsified identification is used for appointment application.
8、Remote Visit
(1)How to register for remote visit:

    1. Spouses, blood relatives, extended family or family members related by marriage.
    2. Submit respective documentation for proof along with application via registered mail or fax.
    3. Apply for remote visit with the correction institution where an inmate to be visited is kept.
(3)Frequency of remote visit:
    1. One visit may be applied weekly.
    2. Such limitation does not apply to cases classified as exception cases and approved by supervisor of concerning institutions.
(4)Time duration for remote visit:
      After remote visit is scheduled, every visit is limited to 30 minutes.
(5)Refusal of application for remote visit:
    1. No identification proof is presented.
    2. Behave suspiciously.
  3. Drunk or mental status is abnormal

      Those visitors without complete registration of remote visit may not visit by replacing or accompanying visitors who have completed remote visit registration.
(6)Special service:
      A sick or handicapped applicant who applies for remote visit may request the in-charge institution to provide escort service and assistance with remote visit.
(7)Limitation for remote visit:
1. In the case that applicants do not fulfill approved remote visit for three times (inclusive) on the scheduled date and time, the correction institution that keeps the inmate to be visited may suspend future application for remote visit for three months.
    2. Inmates who are forbidden for visit and communication by prosecutor or judge may not receive remote visit 
    3. Inmates in observation due to violation may not receive remote visit.

V、Food, Clothing, Housing, Education, and Entertainment
1. Food
An ancient saying: Food is the heaven for peasants. Modern people demand fine foods with good quality in sufficient quantity. Exquisite, nutrient diet culture is now the new trend of diet in the modern society. According to modern execution concepts, punitive ideas are no longer adequate in modern times, and the diet for inmates at correction institutions is no longer simple and messy as it was in the 1960s and 1970s. Diet at modernized prisons must be sanitary, healthy, and exquisite. Reconstruction project of the kitchen site of the Prison has been reported to the Ministry of Justice in 2006 for budgeting. Design, planning, and construction began in June; a kitchen site that satisfies hygiene management and maintains inmates’ healthy diet, capable of supplying meals for more than 3,000 people, and equipped with automated machines is to be built. Completion of the kitchen site is scheduled for December 2006. Quota for monthly primary and supplementary foods for inmates is fixed. Subsidiary budget, partial of earning from business income and earning from Cooperative Store are used to improve inmates’ diet. In addition, sales of rice bran and kitchen waste are also listed as subsidiary fund for inmates’ supplementary foods and enriched menu on holidays.
Breakfast for inmates at the Prison is primarily rice porridge with side dishes of variety as supplementary foods. Steamed bun, rice, and soybean milk with jam and side dishes are served every Tuesday and Friday. Three dishes and one soup are served for lunch and dinner; the menu is exquisite and healthy with less fat, less salt, and less MSG. Fruits are also served every Monday and Thursday to meet the modern requirement on healthy diet of “three less and one more”. The quantity of food is more than sufficient, and inmates may have good, exquisite, and ample meals. Daily menu for thee meals is always exhibited in the exhibition cabinet at the Reception Room. The Enriched menu is served on three major annual holidays of the Lunar New Year, Mid-Autumn Festival, and Dragon Boat Festival as folk culture requires.
In order to meet hygiene management needs and maintain inmates’ healthy diet, the kitchen site managers arrange assigned areas to inmates for self-administered management and self-demand. In addition to daily cooking and cleaning tasks, personnel who have access to the kitchen site and equipment classified as high risk to injury such as kitchenware and boilers is controlled closely. The kitchen site staff are stringently demanded to implement double sterilization of cooking ware (wash with fresh water then soak in hot water). Also, in order to prevent cross contamination, all processing areas (cooking, meal distribution, cleaning) work independently to comply with safety and hygiene requirement. 
2、Clothing
According to Article 45 of Law of Execution in Prison, inmate’s hygiene are to be taken into account, and an inmate will be given food, goods, clothes, quilts and other necessities.
The Prison keeps an annual budget for every inmate in the Prison. Shirts and shorts for summer and thick jackets, long-sleeve shirts, and pants for winter are issued to inmates. If inmates have financial difficulty, then the Prison will provide quilts with cotton wadding, blanket, and bed linen. After the prison term is served, the above items shall be washed and cleaned and returned to the Prison. In addition, the sewing factories are located in workshops No. 8, 9 and 10; various winter clothes are kept at the sewing factories. Tailor made clothing for inmates are also available for the inmates providing clothing of every size and mending of worn cloths or unfit clothes.
3、Housing
Because the Prison has a history of more than 30 years, the wards are already obsolete and the equipments are already outdated. In the current fiscal year, the facilities in the inmates’ wards have been fully improved, so that inmates may live without worry and sleep in comfort; modernized correction and execution requirements are met. Currently every ward for inmate has ventilation and electric fans. All the wards have wood floors for their sleeping quarters, increasing space for the inmates. In addition, the ward corridors are equipped with ventilation equipment to enhance air ventilation. The facilities and lighting equipment in the wards satisfy regulations set by Ministry of Justice. Inmates are required to keep and arrange their personal items neatly. The number of inmate in ward is controlled at certain capacity to prevent undesired incidents caused by overcrowded space.
