1Partitioned Management

The Prison is dedicated to retain recidivists who have repeatedly committed severe crimes and is concurrently responsible for compulsory medical treatments. Therefore, in order to effectively control and educate inmates, six discipline small groups adopt guard and control in partitioned areas. Discipline for inmates is based on humanity, where punishment is substituted for education, and the principle that life caring is generous but discipline is stringent. The Prison runs solely according to laws and institutionalized management, so that inmates may adapt to the society and start a new virtuous life after being released from the Prison.

 

2. Reinforcement of Inmates’ Concepts of Laws

(1)Strengthen inmates’ concepts of laws and accustom them to the laws, so inmates may follow the laws, repent and reform then return to the society in as short of a time as possible, thus allowing them to adapt to social life after being released from the Prison.

(2) Acclaimed law professionals are invited to the Prison to offer lectures and teach basic knowledge in the laws and public views about crime, so that inmates may truly repent and become a self-regulated person.

(3) Religious and minority groups are invited to the Prison to help inmates change their minds, thoroughly understand and admit what they have done wrong, and face the society with the power of religion.

 

3Promotion of the Discipline Personnel’s Knowledge in Guard and Control

Strengthen and consolidate Discipline Personnel’s legal concepts and professional knowledge along with skills and attitudes when carrying out their duties thus achieving ultimate effectiveness in all the correction functions and duties.

(1)Unscheduled fire-fighting, anti-riot, escape prevention and prisoner hijacking drills are conducted every year. Contingency plans for crisis response teams are made to enhance discipline personnel’s crisis response ability.

(2)Law professionals (such as judges, lawyers, prosecutors, and probation officers) are invited to the Prison to give lectures to enhance discipline personnel’s legal knowledge.

(3)Strengthen discipline personnel’s use and management of firearms, and fire-fighting equipment.

(4)Conduct routine education and pre-task briefing for discipline personnel to enhance discipline personnel’s guard and control knowledge and ability.

 

4Supervision and Treatment for HIV Inmates

The Prison currently holds about 180 HIV inmates. Once new inmates are admitted to the Prison, physical examinations will be conducted immediately. Scheduled “Antiserum and Immunity Examination of Sexually Transmitted Diseases” is conducted. In case inmate with positive response is identified, then such inmates will be kept in specialized areas and Sanitation and Health Section will send the blood culture to a related organization for further examination.

(1)For unconfirmed HIV inmates, medical personnel and discipline personnel must pay attention to their mental and physical conditions, calm and console their emotion, and keep written records.

(2)Once inmates are confirmed positive HIV, then such inmates will be processed according to “HIV Individual Case Management Plan” along with medical personnel and isolated in “HIV Inmate Special Area” of the Prison for the consideration of guard and control. Such inmates will receive proper medical treatment and consultation from professional medical personnel and psychological guidance personnel; written records will also be kept.

5Education and Management for Substitute Military Men.

Substitute military men come from a diverse society and different families; each with unique background. In order to effectively manage and organize the needs of living in a group, individual consultation is strengthened to help solving personal issues, promote best use of talent, and enhance effectiveness of management and control. Offering guidance in weekly professional academic and skill education to compensate substitute military men’s insufficiency professional knowledge strengthens life consultation for substitute military men.
